A 020 number was originally issued to a line in London. That is a useful signal, but it is not proof of where the caller is. Two things complicate it. First, UK number porting means a business can keep its 020 number after moving premises or switching provider. Second, VoIP systems let a company present a 020 caller ID from anywhere in the world — which is legitimate when a national business wants a local presence, and abused when a scammer wants to look local.
What you can rely on is the allocation status. If a 020 number sits inside a block Ofcom has never released, no provider can have issued it, and a call showing that number is spoofed. That is the check worth running before you call anyone back.
